This EFEL is not advantageous to our members in most circumstances. The administration of the program itself is not grievable UNLESS the PO is doing something outside of the regulations. For example, the USPS may not put people in for EFEL until they are given the documentation required by OPM. In many cases this is going to leave someone in a non-pay status until they return from work. And, in the example below, you can’t take EFEL to cover hours outside of normal school/daycare, for those employees that work late T-3 and T-1 are not able to use FEEL so they can watch there child during the day. Apparently sleep is not something required. Please remember, this is not the USPS taking these actions, this is OPM. We can’t grieve OPM determinations. We strongly suggest people contact their elected representatives in the Congress and Senate.
