As of today, we have not been notified of any work from home offers from the Postal Service. During contract negotiations, the APWU was prepared to enter into a Telework Taskforce Pilot MOU to work out parameters of a work from home pilot program, with protections, to include, but limited to the following:
- Protection of Future Subcontracting Out the Work
- Voluntary Participation
- Article 17 :Union Recognition Process
- Article 15 Grievance-Arbitration Process
- Maintaining a Permanent Physical Site
- Protection of Bargaining Unit Work being Shifted to EAS
- Union Orientation
- Article 2 Protections and Reasonable Accommodations
- Training Opportunities
- Lead Agents
- Home/Business Tax Implications
- Home Telework Locations and Permanency of Location
- Posting and Bidding
- LMOU and Other Contractual Matters
I can assure you we will not be pressured to make a hasty decision, as the USPS fully understood the COVID-19 MOUs were extended and could possibly end on May 6, 2022 and contract negotiations started back in June 2021. They have taken at least nine months to bring forward a proposal and I can surely assure you we will not make a decision of this magnitude , if ever given a USPS proposal with only a limited time to review or offer counteroffers, nor will we be pressured by employees to make a poor long term decision, not in the best interest of the employees we represent.
President Mark Dimondstein has directed the USPS to direct any discussions to me and we will make collective decisions that will be in the best interest of the employees we represent and the protection of the duty assignments and bargaining unit work.
