Please be advised that Step 7 of the MOU and Section B.2 on Filling Clerk Craft Residuals and PTF vacancies is now available on eReassign.
In the FT report, there are 22 FT/NTFT residuals being canvassed. These FT/NTFT residual opportunities that will be available within the 50 mile geographic radius of the vacancy. This will be available to PTFs and PSEs. Per the MOU in the 2021 CBA on filling residuals, PTFs will be processed ahead of PSE applicants.
In the attached report for the PTF canvass opportunities there are 62 PTF canvass opportunities that will be available with the 50 mile geographic radius of the vacancy. This will be available to PTFs and PSEs. Per the MOU in the 2021 CBA on filling residuals, PTFs will be processed ahead of PSE applicants.
A question was raised by a local concerning the PTF and PSE availability to a computer. If there should be any issue with a PTF/PSE having access to a computer and/or eReassign, I have been assured that they can use the computer at work. If any additional issues arise please feel free to contact me.
The above canvass process is based on the current 2021 CBA language of the MOU on filling residuals. I have also attached a copy of the Q&As for the MOU on Filling residuals which was signed on 3/30/22. Please pay attention to Q&A # 22 which provides:
22. Is there a deadline for withdrawing from a canvass?
Answer: If the successful transfer applicant for a 50-mile canvass wishes to withdraw
the transfer request, the withdrawal must be submitted with a dated and time stamped
withdrawal request to the District and Installation Head no later than 5 full business days
prior to the effective reassignment date.
The change in Paragraph 7 of the new 2021 CBA is now effective – April 2022. PTFs are now eligible to apply for the canvass opportunities for the full-time residuals.
Please share with your state/local representatives. The local representatives should be sharing with their PTFs and PSEs. A copy of the posting of the canvass opportunities will be shared at the HQ level and then forwarded to the field.
