I recently had a question posed to me about where the incentive checks would go. A rumor had cropped up that the checks would be sent to the last address of record of those retiring. So I made an inquiry just to make sure. This is the response I received from the Postal Service.

Here is the response on the incentive checks:
The incentive checks will be sent to the employee’s office of last appointment. From there, the retiree can pick it up from the office or it will be mailed from the office to the address indicated on the PS 3077. Employees taking advantage of the incentive should complete the form which provides the address where they would like the check sent (usually their final check/terminal leave) and give it to their manager/supervisor. Then, when the check arrives at the postal unit, the manager will mail the check to the address provided by the employee.
The MOU with APWU includes the following statement:
Any employee who is eligible for these incentive payments will complete PS Form 3077, Request to Forward Salary Check, and submit to their employing office. The incentive payments will be distributed to the address provided by the employee.
